Utilities Concerned Over Potential For Quick Passage Of Cybersecurity Bill

The utility industry is raising concerns that the full Senate could quickly take up and pass electric grid cybersecurity legislation this year giving FERC new authority to issue emergency cyber rules now that the Senate energy committee early last month quietly approved a House-passed bill providing such emergency powers, say industry sources, including a utility industry source representing several major electricity trade groups.

Debate Over California Transmission Reforms May Shape FERC Policies

A major California ISO (CAISO) tariff revision that would -- for the first time -- allow the ISO to approve transmission assets to meet policy goals, such as expanded use of renewable energy, was the target of questions by federal and industry officials at a recent FERC technical conference. A key point of discussion was how to separate categories for public policy and economic benefits from those of reliability and other grid benefits when determining who should have access to build the transmission assets, a debate that will likely shape similar transmission reforms being considered by FERC.

Conrad Seeks To Include CTL Bill In Expected Broad Energy Tax Package

Senate Budget Committee Chairman Sen. Kent Conrad (D-ND) in a broad Senate energy tax bill that is expected to be taken up later this year by the Finance Committee will seek to include tax credits and bonds for coal-fired power plants and coal-to-liquid (CTL) fuel production facilities that capture and sequester carbon dioxide, according to sources with the senator's office.

Energy Standards Board Poised To Release Plan For Expanded Smart Grid

A subcommittee of the North American Energy Standards Board (NAESB) this week will release for public comment a proposed standard to encourage the expanded useability of information made available through smart grid technologies for retail and wholesale electricity markets, a standard that is considered crucial for the White House and National Institute of Standards and Technology (NIST) in pushing smart grid investments, according to NAESB officials.
