Environmental justice (EJ) advocates are increasingly weighing the use of citizen suits to win corrective actions from facilities they claim are harming equity communities, following what the advocates see as "painfully slow" progress from EPA and states on boosting EJ as a factor in permits and other environmental decisions. In the absence of clearer state or federal policy, "the way EJ seems to work in the real world is fighting it out case by case and using traditional anti-pollution tools"...
