WHITEFIELD, NH -- A major new work group including EPA, the heads of state environment departments, and key state and local air officials is vowing to pursue stricter federal air rules as a way to improve the state implementation plan (SIP) process because that would reduce the burden on states to pursue strict state-level emission rules.
