EPA Climate NSPS Prompts Some Industry To Call For Cap-And-Trade Bill

EPA's proposed new source performance standard (NSPS) to significantly limit carbon dioxide (CO2) emissions from new coal-fired power plants is prompting some utility industry sources to call for the revival of legislation to create a cap-and-trade program for CO2 that would override EPA's rule, though there appears to be no hope Congress will soon take up such a plan.
