EPA is citing “essential” work it needs to finish as a key reason why a federal district court should reject a push by activists and some states for a tight deadline for the agency to revise its particulate matter (PM) air standard, saying plaintiffs are wrong to claim that pending White House review is a significant obstacle to a final rule.
