EPA is asking a federal district court to dismiss on procedural grounds lawsuits filed by activists and industry trying to force a hard legal deadline for the agency to issue its stalled coal waste disposal rule, arguing that the plaintiffs lack any claims of harm to justify the suits and that the court lacks jurisdiction to hear the legal claims.
