After requests from House Republicans, EPA is elevating review of a pending draft report on the science of water "connectivity" that will be used to inform an upcoming rule aimed at clarifying the scope of the Clean Water Act (CWA), classifying it as a highly influential scientific assessment (HISA) subject to heightened peer review scrutiny.
