Rep. Ed Whitfield (R-KY), chair of the House Energy & Commerce Committee's power panel, is planning a "forum" in the coming weeks to kick off debate on possible air act changes, starting with discussion of possible reforms to state and federal implementation plan mechanisms for implementing air law requirements.
