Carbon Tax Backers Seek To Make Issue Safe For A Reluctant Congress

Proponents of a carbon tax from across the ideological spectrum are stepping up their efforts to enact such a fee as a component of a broader tax policy and budget deal -- possibly as soon as the post-election lame-duck legislative session -- even as conventional wisdom says action by Congress on the issue remains unlikely anytime soon.
