EPA Expected To Delay Transport Rule Deadlines If Legal Challenge Fails
EPA's air chief Gina McCarthy says the agency will likely have to push back the deadlines for its utility emissions cap-and-trade program if a federal appeals court upholds the rule from a lawsuit, saying EPA will be "very sensitive" to states' and utilities' needs in crafting new deadlines that balance those needs with protecting the environment.
