Kansas, Nebraska and pro-ethanol groups are urging a federal appeals court to scrap EPA's rule requiring states to use the agency's latest computer model for estimating vehicle emissions, saying it leads to inaccurately high estimates of pollution from ethanol fuel that will hinder states' ability to craft Clean Air Act compliance plans.
