Sen. Cotton Eyes Legislation To Aid Flint Plaintiffs Seeking Tort Damages

Sen. Tom Cotton (R-AK) is considering legislation that would aid plaintiffs in Flint, MI, seeking damages from EPA under the Federal Tort Claims Act (FTCA) by preventing the agency from using the defense that it had discretion on when and whether to take more aggressive action against Flint.
