Industry parties and environmentalists in separate legal briefs are rebutting EPA's defense of its 2015 definition of solid waste (DSW) rule, questioning on different grounds the agency's provision excluding "verified recyclers" from hazardous waste rules and disputing other arguments the agency makes in its attempt to convince a federal appellate court to uphold the rule.
