D.C. Circuit declines to reconsider pipeline ‘needs’ decision

The full U.S. Court of Appeals for the District of Columbia Circuit has rejected a pipeline developer’s request to reconsider a three-judge panel’s decision vacating the Federal Energy Regulatory Commission’s (FERC) approval of the pipeline for failing to adequately consider whether it was needed to benefit the public.
