EPA poised to propose HFC ‘byproduct’ ban

EPA is poised to issue a proposed rule to ban “byproduct” emissions of the climate-warming refrigerant hydrofluorocarbon (HFC)-23, after the measure cleared pre-publication review by the White House Office of Management and Budget (OMB).
