European Union officials are unveiling over a dozen detailed climate policy proposals for achieving the bloc’s ambitious goal of slashing greenhouse gases 55 percent from 1990 levels by 2030, included a proposed carbon border tax that could put the Biden administration in a “tricky” spot.
