Senators drop clean-manufacturing tax breaks from infrastructure bill

Bipartisan infrastructure legislation currently being debated on the Senate floor does not include tax credits for various low-carbon manufacturing activities, even though key negotiators for the roughly $1 trillion package as recently as this past weekend had a tentative agreement to include the incentives.
