States petition EPA for HFC rules, refrigerant management

A coalition of states led by California is petitioning EPA to move forward with rules to curb emissions hydrofluorocarbons (HFCs), a potent greenhouse gas that also depletes the stratospheric ozone layer, modeled after the states’ own rules, adding weight to earlier petitions seeking similar regulations.
