California Advances Bill Accelerating 2030 GHG Target, Seeking CO2 Removal

California lawmakers are advancing a landmark bill that would greatly accelerate the state’s target to achieve an 80 percent reduction in greenhouse gas emissions compared with 1990 levels -- from 2045 to 2030 -- while also achieving “net negative” GHGs by 2035 and “exercising global leadership” to restore GHGs to preindustrial levels before 2050.
