California Public Utilities Commission (CPUC) staff are floating revised rules for a landmark program requiring ride-sharing companies to increase use of electric vehicles (EVs) and provide financial help to low- and middle-income drivers, but the changes appear unlikely to fully address strong concerns raised by Uber and Lyft.
