California air board attorneys are outlining arguments for why a federal court should dismiss the one remaining claim -- violation of free speech protections -- in an industry lawsuit seeking to halt the board’s rulemaking to implement two 2023 laws requiring large companies to report their greenhouse gas emissions and climate-related financial risks.
