The D.C. Circuit is denying the Trump EPA’s request to pause litigation over an agency rule to implement a phasedown of climate-warming hydrofluorocarbons (HFCs), after several industry groups argued that the court should offer clarity on a key constitutional challenge to the underlying HFC control law.
