Appellate judges during March 8 oral arguments aggressively pressed attorneys for the Federal Energy Regulatory Commission (FERC) on whether it adequately studied the “need” for a new gas pipeline in a case that highlights environmentalists’ efforts to block such projects due to their adverse climate impacts.
