A three-judge panel of the D.C. Circuit is vacating a rule from the first Trump administration that broadly authorized transportation of liquefied natural gas (LNG) by rail, agreeing with environmentalists that officials should have prepared a detailed environmental review due to significant safety risks of the practice.
