EPA is issuing a long-pending proposal to grant Louisiana primary authority to issue Safe Drinking Water Act permits for carbon storage projects, arguing the state’s rules governing such permits are sufficient to meet the agency’s standards for protecting nearby environmental justice (EJ) communities.
