The United Mine Workers of America (UMWA) is urging Sen. Joe Manchin (D-WV) to oppose a just-released $150 billion provision in Democrats’ budget reconciliation bill that would create a Clean Electricity Performance Program (CEPP) rewarding utilities for meeting annual targets for low-carbon power and penalizing them for failing to do so -- warning the measure does nothing for displaced coal miners.
