Administration moves to transfer CWA rule delay suits to Texas

The Trump administration is asking judges to send litigation over its delay of EPA's 2015 Clean Water Act (CWA) jurisdiction rule to a federal district court in Texas even though none of the challengers filed their cases there, saying the court has already started to weigh the delay's impact on the original rule and should thus also consider the delay's merits.
