Court blocks Obama CWA rule in three southern states

A federal judge in Texas has blocked enforcement of EPA's 2015 Clean Water Act (CWA) jurisdiction rule in Texas, Louisiana and Mississippi, granting a request from the states to block its implementation but rejecting their request for a nationwide order in lieu of a state-specific one.
