President-elect Joe Biden’s attorney general-designate Merrick Garland, a judge on the U.S. Court of Appeals for the District of Columbia Circuit, is being withdrawn from a three-judge panel hearing litigation over EPA’s power to regulate greenhouse gases from long-haul trailers and replaced by Trump appointee Judge Gregory Katsas.
