District court compels EPA action on California ozone plan

A federal district court in California has set deadlines for EPA to approve or disapprove components of the state's plan to attain agency ozone standards, rejecting EPA's request to stay proceedings pending resolution of petitions to rehear an appeals court ruling that partially scrapped the agency's approach to implementing the standards.
