Environmentalists sue EPA over CWA 401 rule

Four environmental groups, led by American Rivers, are suing EPA over its recently finalized Clean Water Act (CWA) section 401 rule limiting the scope of states’ review of water quality impacts from federally permitted or licensed projects, the first of what is expected to be several suits challenging the regulation.
