Environmentalists are threatening EPA with a lawsuit over what they say is the agency’s “unreasonable delay” in issuing guidelines to implement a series of air performance standards for the synthetic organic chemical manufacturing industry (SOCMI), saying the agency is decades behind a Clean Air Act schedule for publishing the guides.
