EPA is close to releasing its final rule toughening air emissions standards for nearly 10,000 bulk gasoline distribution facilities, amid opposition from industry groups and lawmakers who warn the rule’s compliance costs are “unworkable” and a possible cause of fuel price hikes, though environmentalists are pushing to strengthen the measure.
