EPA proposes to maintain leather sector's air toxics rule

EPA is proposing to leave its air toxics rule for leather finishing operations largely unchanged after conducting a Clean Air Act-mandated review of the 2002 rule to determine whether it needs revisions, but is planning to scrap existing emissions limit exemptions during periods of facility startup, shutdown and malfunction (SSM).
