EPA reaches deal to act on state oil and gas plans

EPA has reached agreement with environmentalists to settle their lawsuit seeking to force agency action on state plans to curb ozone-forming emissions from oil and gas operations, either to force issuance of state plans, or to approve or disapprove plans already submitted. In a proposed consent decree announced in the Federal Register Oct. 5 with the Center for Biological Diversity, EPA agrees to issue, by Dec. 10, findings that Pennsylvania and New York have failed to submit state implementation...
