EPA sends air toxics rule for copper smelters to OMB

EPA has sent its proposed air toxics risk-and-technology review (RTR) rule for the primary copper smelting sector to the White House Office of Management and Budget (OMB) for pre-publication review, one of several such rules the agency is issuing under judicial deadlines.
