EPA sends mercury cell air toxics rule for OMB review

EPA has sent its final rule updating air toxics standards for Mercury Cell Chlor-Alkali Plants for White House Office of Management and Budget (OMB) pre-publication review, in a rulemaking that as proposed would slightly tighten the standards to limit unplanned “fugitive” emissions. Chlor-alkali plants use mercury cells to manufacture chlorine, but only one still exists in the United States, in West Virginia.
