Ewire: Kelly reins in Pruitt on DOJ slot

White House Chief of Staff John Kelly appears to be reining in efforts by EPA Administrator Scott Pruitt to succeed Attorney General Jeff Sessions if the latter leaves the Department of Justice (DOJ).
