House energy panel Chair Rodgers plans to retire from Congress

House Energy & Commerce Committee Chairwoman Cathy McMorris Rodgers (R-WA) will not seek re-election to her seat in the next Congress, adding to the upheaval among Republican leadership on the powerful committee with jurisdiction over many EPA activities.
