Litigation: North Dakota appeals oil & gas waste rule settlement

The state of North Dakota is appealing a settlement agreement between EPA and environmentalists and a related court order that requires the agency to decide by 2019 whether it will revise Resource Conservation & Recovery Act (RCRA) rules that currently do not regulate oil and gas wastes as RCRA subtitle C hazardous wastes.
