The Louisiana Department of Environmental Quality (LDEA) and Formosa Plastics are appealing a high-profile ruling by a state judge vacating Clean Air Act permits the state issued to the company for a nearly $10 billion chemical manufacturing complex in “cancer alley” in St. James Paris.
