OMB approves EPA's user fee rule for e-manifest waste system

The White House Office of Management & Budget (OMB) has signed off on a final user fee rule for EPA's new electronic manifest (e-manifest) hazardous waste system that Congress mandated the agency develop, a situation that could allow EPA to promulgate the rule without eliminating two existing rules as called for in a Trump executive order.
