OMB begins review of EPA biogenic CO2 proposal

The White House Office of Management & Budget (OMB) has begun inter-agency review of EPA’s draft proposed rule setting criteria for biomass to be considered carbon neutral when burned for energy, and potentially when used in a suite of agriculture applications.
