OMB begins review of EPA biogenic CO2 proposal

The White House Office of Management & Budget (OMB) has begun inter-agency review of EPA’s draft proposed rule setting criteria for biomass to be considered carbon neutral when burned for energy, and potentially when used in a suite of agriculture applications. OMB’s website says it received the draft plan Feb. 24, kicking off what could be a 90-day inter-agency review before the proposal is published in the Federal Register and open for public comment.
