Rep. Upton joins House climate caucus

Rep. Fred Upton (R-MI), the chairman of the House Energy & Commerce Committee's energy panel, has joined the House Climate Solutions Caucus, marking the highest-profile GOP lawmaker to join the group that has sought to promote bipartisan cooperation on climate-related issues.
