Sierra Club suit contests EPA’s Title V air permitting policy

Sierra Club has filed its opening brief in U.S. Court of Appeals for the 10th Circuit litigation that challenges what the group claims is EPA’s restrictive policy under which it will not “second-guess” states’ Clean Air Act Title V permit decisions, after the D.C.
