Sierra Club suit faults EPA air monitoring rule's public notice limits

Sierra Club says it plans to use litigation over EPA's 2016 rule easing states' burdens in establishing air monitoring networks to argue that the rule unlawfully limits opportunities for public notice and comment on state monitoring plans, according to the group's non-binding statement of issues in the case.
