Texas seeks waiver for cross-border emissions in El Paso

Texas air regulators are seeking to avoid increased regulatory burdens for El Paso area businesses by seeking an exemption from Clean Air Act obligations based on the claim that emissions from Mexico are responsible for elevated ozone levels in the city.
