White House begins review of EPA-led coal ash permit program

EPA has sent for White House review its long-awaited proposal that would establish a nationwide permit program for coal ash disposal, replacing the current enforcement structure of the 2015 Resource Conservation & Recovery Act (RCRA) rule that relies solely on citizen suits in any state that has not crafted its own permit system.
