A fight over the adverse environmental justice (EJ) impacts of an Alabama coke plant’s Clean Air Act operating permit gives the Biden EPA an opening to intervene and use it as an early opportunity for advancing its equity agenda, according to EJ advocates who say the administration could “reset” the fight by pushing for stricter pollution controls.
