Amid GHG Endangerment Fight, Some Conservatives Push Sector Strategy

As the future of EPA's greenhouse gas endangerment finding divides conservatives, some legal observers are suggesting an alternative approach that they say would leave the finding -- the driver for nearly all of EPA's GHG rules -- in place but still largely allow the agency to avoid regulations that opponents are seeking to eliminate.
